This brief paper, addressing the twin challenges of democracy and culture in today’s Mediterranean, was presented at the 2016 annual international festival of art and youth in the north-eastern Tunisian city of Siliana organised by the Institut Supérieur des Arts et Métiers de Siliana in collaboration with the Institut Français.

I read for a PhD in cultural relations in the Mediterranean at the Universitat Rovira i Virgili in Tarragona (2012) and an M.A. in European Cultural Policy and Management at the University of Warwick (2005) as a Chevening Scholar. I was executive director of the Valletta 2018 (European Capital of Culture) Foundation (2011-2017) and cultural attaché at the Permanent Representation of Malta to the EU in Brussels (2006-2011). I currently carry out research for the Superintendence of Cultural Heritage in Malta and am involved in the European Year of Cultural Heritage in 2018.
